Editing countries at WC

Is there a way with the Fast Editor to change what countries are present at the WC? I'd love to start a career and make a Japanese squad and build that up to potentially the first ever Japanese GT or monument winner. However I'd also love to play the WC with Japan and currently Japan doesn't ride the WC in my game.

Thx for any help!
