Its because he won the B World Championships in 2007

Ivan Stevic is the reigning B-nations World Champ. B Nations are countries such as Serbia which are not usually represented at the World Championsips. Since he won the race he wears it for 4 years and goes the the Elite World Championships and Olympics.
