Does anyone have an idea what affects the main sponsor offers you get in career mode for the next seasons? I mean you (mostly) get one from your current sponsor and 2 more. Can you somehow influence what kind of offers (sponsor nation, relevant countries) you get...like by signing cyclists from a specific country? And is it possible to get an offer from a sponsor of the same country your actual sponsor comes from...as when the maximum budget of your actual sponsor is maxed out, but you want to stay in the same country?
For all intents and purposes, it seems random, and I'm pretty sure your current sponsor country is locked out of being among the two new options.
However, if you don't mind spending a few minutes of time on getting a suitable sponsor, you can easily edit what you get offered.
On July 31st, once you get the new offers, use a savegame editor of your choice, and first check DYN_sponsor to find what sponsor you'd like to have for the upcoming season. For example, you can sort by nationality to find a follow-up sponsor from your team's region once you max out your budget, or at any time before to speed up the budget increases.
To get a preview of the jersey, you can head to your game directory and find the folder corresponding to the three-letter abbreviation in "jersey_sz_abbreviation".
To find that folder, use the following route:
open C: / D: or wherever your game is stored -> SteamLibrary -> steamapps -> workshop (if you use a custom DB) -> content -> try all numbers and check the picture titled "preview" until you find the DB you're currently using -> Jersey -> Team -> look for the matching folder to your desired abbreviation.
If you have selected a sponsor, copy their number in the first column "IDsponsor", and head to DYN_sponsor_research in your savegame file.
The two current offers are displayed there, and you can paste your copied number into the first cell of either offer to get it displayed and selectable in your game.

You seems like a good tecnical issues guy. You know how can i "block" custom teams to my career mode dont have new 30/40 teams after few years?
