I went through the draft on Oct 24 and was pleased with my riders, but on Nov 1 my development team vanished. No link to it on the squad page, no financial charges for it on the monthly financial report.
I thought it was because my finances were a bit tight, so I went back to a weekly save and added 50k (loan I was going to repay next season after my mythical scout's contract expired on Dec 31, before new season and freed up 20k a month) and did the draft again, and again on Nov 1 the team disappeared. (actually further testing showed it disappears on Oct 27.)
The only other thing I can think of is I drafted a 17 year old. I never did that before, but he was on the list and was the only 5 star potential I found in scouting from my home country.
Any ideas? I really want to continue this career, but I won't without my u23 team.

Now I went back again and tried without drafting the 17 YO. Bahrain drafted him instead.
Now when I exit draft after making my selections my old development team is listed instead of the new guys, even though 6 got signed before the draft to new teams.
Then when I advance a day my dev team is missing again. Doesn't exist anymore.
I am using PCM daily DB and I used it in my previous career and never had any issues with U23 draft.
I can send a save file if it will help. I really want to continue with this.
Can someone at least answer: if I can't have a U23 team any longer, is it worth it to even have a scout?
I did a custom Irish team with 70k rider budget - 16 riders, 80% of them Irish and 20% from UK. I am trying to grow Ireland in the DB and wonder if a scout in that region would cause the DB to create more and get them in the DB?
Because I am just moving forward without the U23 team issue being fixed. Financially I probably should not have had one anyway at this point. The $ would probably be better spent on a legendary trainer to train up the guys I have already. (although the national trainer seemed to do ok.)
I don"t use U23 team myself but you don't need scouts to hire young riders.
You can just wait for August 1st and hire in the free riders lists.
However scouts are good to detect young talents with a lot of information and even under 18yo riders.
