Creating custom skin texture

Hi, i am a bit new to PCM and was wondering if there's a way to edit the skin textures of the cyclists?
I've noticed that there's a tab in the database that's named "fkIDtga_skin" which i've figured is a way to make a certain cyclist wear a certain skin, but is there any way of knowing what the ID is of the different skin textures?

As far as i can tell, there are special skins for some cyclists like Valverde and Cavendish, but their skin ID, in the database, are all set to 0. How are their special skins connected to their cyclist?
