Weird Rider Potentials in Career Mode

I just cannot wrap my head around the new potential system in PCM. I sometimes find a young rider with an overall potential of 5, but no individual stat potential above 4 or, vice versa, somebody with an overall potential of 3 that has potential of 5 or higher in GC, climbing, and TT and - if it weren't for the overall potential - would look like the next Pogacar. Can anybody explain to me how to read the potentials or direct me to a tutorial somewhere?
