I've tried to figure this out, but I haven't quite found the solution yet. Is there a way to send your leader to the front of the pack wheter it's before the last mountain or just simply the sprint? Is there a button to do that, or do I have to increase his effort bar, like I've done so far?
you can tell him to relay then when he gets to the front just change it to keep his position.
though towards the end of a race the peleton is moving fast and he'll need to increase his workrate to get to the front no matter what action you choose. otherwise he'll go backwards

you can:
1) fetch water and then stop them when they reach the front. This is dangerous as they may go off the back
2) set them too relay. Watch out that their effort bar is hig enough to ensure they don't stay where they are
3)individual effort and manage it carefully. This is pretty tricky and I wouldn't recomend it.
I normaly move them to near the front at the beginning by relaying as this is when it is easiest to move around and also decreases the chance of crashing
