I have a question on you. It is a first time when I started to play as a continental team in PCM. I usually play as a WT or Conti Pro team in older version.
In this 2021 I started my journey as a director sportif of Elkov Kasper team (CZE).
It is the start of August right now, I am on 15th place of superprestige, leading the continental ranking,...etc.
I started sign a strong riders for next season, increased the budget little bit (I have to use an editor because the budget is bigger only by 5K next season - WTF?! I done every goals which they gave me...so I increased the budget by 20K - not clean but who cares)
So the situation is really promising, but I looked on the team index for the next season...I sit on the 27th place overall...so it should be Pro conti level without any doubt...but NOPE...it shows me CONTINENTAL level only for next season.
Do you have an idea why??? Because I do not understand...I sign strong riders (19 riders for next season are under contract - DELKO has the same amount of riders, Novo nordisk has only 17)
Thank you for your help and opinion. I would like to done this season to the sufficient end with a promotion.

PCM20 player here: If nothing has changed then promotion is solely dependent on your squad, not your results and ranking. So the quality of your riders - and I suspect their reputation as well or maybe even first and foremost. It's going to be even more frustrating when trying to get from PCT to WT.
By the way, I basically did the same thing with the budget. I wrote quite a bit about these problems here, the first tow points should be relevant for you:

Like I said, I have signed some strong riders like Eiking. Like I wrote team looks strong enough 27th overall rating for next season.
And the most frustrating thing is that the promotion from CT to PCT should goes to DSM development team according the ranking prediction - they achieve nothing and the have no rider with high reputation.
So I really do not know - I think that it was waste of time
If you are very frustrated you could just promote yourself by editing your save game again. Safest to wait until the end of the season, 26th of October or so, and then replace a team like the DSM dev team.
Should simply be the column fkIDdivision in the table DYN_team. Change your team from GS3 to GS2 and change another GS2 team to GS3. I think that's all. Save under a new file name just to be sure.
