Mountain stats in small hilly races

Hi

I know there have been many discussions about Mountain / hill stats, and know the things about 70% effort and 90% effort.. BUT!

But does it really mean that a rider with exactly the same stats in all, but with a difference in mountain .. Then the rider with the highest mountain will be better in small hill races like Amstel Gold Race and maybe even round van Vlaandern ??

Rider A with 80 in bj will be better than rider B with 60?

or are the climbs so short that BJ does not come into play because the riders will go with high effort at the climbs

This seems very theoretical. A single point difference in some other stat (HIL, FLA, RES, COB, ACC, etc) will surely make a greater difference than a big difference in climbing. If indeed there is even any influence in these two races, which I doubt.
