1. You can check the system requirements on the Steam page for PCM21. Compared to PCM18, it has gone up a bit, but I think you should be fine with your setup if PCM18 ran well.
2. The interface changed, but much of it is cosmetic (positive though imo). You can access a few more statistics for riders, too. As for functionality, the training system is new, much less micromanagement (can be good or bad, depending on your play style). There is now an option to have the AI plan much of your season, too. Other than that, not much I think.
3. Time trials have changed and are a bit more dynamic through the addition of the red bar. There's a new feature of "wind zones" where the peloton is exposed to wind and can fracture more easily, but not a lot of stages have that. AI changes are always a bit tricky to evaluate. I'd recommend checking some YouTube content to get a more in depth look.

I have the same configuration (i5-10400F + GTX 1050Ti/GTX 1060 3GB like) with PCM18, 20 and 21.
No worry to run the game in 1080p with high details.
On my side, I prefer to have smooth gameplay so I decrease some graphics (shadow to medium, no AA, city details lowered and no isolated animations). Since PCM is not an adventure game, it is not a big deal to decrease details.

You won't be in trouble compared to PCM 18 when playing in career mode.
Also the riders objectives system changed but in a good way I think (more objectives possible and not a single objective by a quarter of months).
Hello Neo, from PCM 18 to 21 how many FPS did you lose? I’m like u I don’t do the antialiasing and other stuff like it so my lowest fps in the city is 35 and I go 80 at mac just because I cap it at 80. It varie a lot in pcm.
