What's going on with the game AI?

First race I play, Vuelta Valencia. After the TTT, some flat and hilly stages, Moscon the leader of the race is the one who relais on the front of the peloton from km 1. The peloton leaves breakways unless if it´s from my team. Even Roger Adriá, with some time already lost, I can´t make a breakaway, alone or following other riders.

So we have the situation since the start of the stage with the leader of the race pushing hard to avoid the breakaway going away... An this for lot of km, the leader burning out with no collaboration to chase a bad rider with lot of time lost... Amazing.
