Crazy lag/bad fps on good system

I'm running a ryzen 7 3700x and an RTX 3070 and 32 gb RAM. However for some reason 3D races are basically unplayable for me. getting like 5 fps avg and my gpu doesn't even have the fans spinning up. doesn't seem like it's actually using my hardware properly. Anyone got similar experiences and possible fixes?
