A couple of newbie questions

I'm part way (early June) through my first year with Team Barloworld (being the sad brit I am had to go with an allegedly british team) and I'm starting to think about planing for year 2. I've noticed that other threads speak about declining attributes as riders age, my first question is at what age do you start to let riders go?
With ARREITUNANDIA at 31, CARDENAS at 33, and DEGANO at 30 I'm going to have to build quickly as I've won races with all three (normal difficultly) this year, and with ASTARLOA at 29 with whom I've just won two stages and finished 24th in the Giro despite not being in top form I fear I'm going to struggle for year two.
My second question is, am I better off going at building a mountain / hills team to get some short term results, or building up in another way? I know the ideal would be for a fully balanced team, but the budget doesn't give me huge scope to grow unless I get promoted which to be honest I don't want yet.

1. All riders begin to decline at different ages - they have an in built "critical age" that differs for very rider, usually around 32 - 33. I f you're unsure and want to, download the database editor, then you can look at their critical age to help you.
2.It's best to have a more climber orientated team, as these races are the most numerous. However, there are quite a few races needing sprinters, so you should always have at least one good sprinter

My tactic 2 good climber (one of them a good stage racer) a decent hilly classic man and a good sprinter no cobbler because i don't no how to race that kind of races

With continental teams, there is no point in having a cobble rider - not only are there not enough races, but the ProTour teams all enter the races, making them almost impossible to win

yep but if i am managing a protour team still i will not take a cobbler because i dont know to play paris roubais gp van vlanderen or gent wevelgen

in pcm 06 i was very good at TTT in 07 i am weak in ITT i am good good in mountains decent sprints bad in hills very very very bad in cobblestones

i don't know them all, but apparently it says in the manual
the only one i know is q, people have said them before, but i forget where

I use W a lot of the time but X, C, and V are also usable. I think B and N may be too but Im not sure.
