I'm not exactly sure how the wild card teams are selected in PCM, but for sure, there is a nationality factor, i.e. if your team is French, you're more likely to be invited even if you're not a top Continental team.
Just like in real life.

However, it's still possible to be invited. I was ranked 3rd in the Conti standings with CSF-Navigare which is registered as an Irish team and was still invited.
This year the DB features the possibility of setting the nationality the team is from and the one it's registered as, I believe.

I was not, however, invited to the Giro, because at that time I was in about 5th place. I am currently still ranked 3rd and didn't get invited to Plouy or San Sebastian. I guess sometimes it just comes down to luck? Anyways, the best way to improve your chances of getting a spot is to be as high as possible in the rankings and (guessing here, as I have no evidence to suggest it helps) have a top rider, either sprinter or overall contender. I think if you're ranked 1st, they can't deny you a spot.
Depends on the strength of your team and results, and ranking. Results in bigger races = more important.
