Only with the PCM Kicker NG (and possibley Hannes Convertor).
However I wouldn't reccomend using either of these as they are built for PCM07 and this means they don't have quite the same format, so the Local.cdb will be more unstable.
We just have to hope a proper editor comes out soon...

Information on cyclists, teams, races, stages, countries, divisions, STA_formated_string (edit what messages say) STA_localized_string (edit any text ingame e.g. I have uncovered the following attributes, basically all text )
Editing the Local.cdb is also vital if you want to add races/stages and other stuff...

Uh? Actually I added some races and stages with the Cle editor, I don't think it edits the local..  uhm |

Well part of the reason big databases haven't been released yet is because you can't edit the Local.cdb and you need to to add races and countries, etc
CLE must've found some way to open it...

You can use the latest update for Hannes Converter to edit the local.cdb. Don't ask me for a link because I don't know if Hannes has released a pack containing everything. I downloaded it in many pieces. I found the links in the german forum.

I wouldn't reccomend using the Hannes Convertor for editing the Local.cdb especially if you are going to release a db
If it's for personal use then feel free, but it will be more unstable than it would've been

I haven't any problem adding races without any modification on local.cdb (eyolfur confirmed what I say) for other things I haven't try so I can't say...
I also know for sure that cle doesn't touch on the local.cdb
