I created a youth team on my second year, only 9 riders, as I didn't have much money and actually their salaries are astronomic, around 20k each which is higuer than my professional team. Can I do anything?
In the meantime, I started from scratch again and created a youth team again, 9 riders, which is of them only earn 1k each, which make more sense and bearable for my finances. If the salaries go up in the second year, is there anything I can do in the youth team?
No idea, sounds like a bug to me. I always found the youth team a waste of money but I vaguely remember (from a previous PCM version) that it basically dissolves at the end of a season and when you decide to invest in it again, which you can do even after the season has started, it's a new team, though maybe with some of the names returning.
As for a solution, I'd go back to a weekly save before creating the youth team and try again. Wages can be edited with an editor, but that's more work so I'd wait on that. If you don't know about the weekly saves, they are kept in a folder named as such in the same PCM directory where your usual saves are, you just hjave to copy a weekly save into your normal save game folder to be able to load it.
Forget about youth team. Just search for all riders that will be contract-free the next year, then sort by average and all riders younger than 20 years and an average 65 - 75. You have to then check each and every one of them in the evolution page and those that were able to progress 4 points and more per year will most likely be potential 5 and above. For 18 year old riders, you can check them in may or june and see if they progressed 3 or more points in 5 months from the start of year. Those will have high potential. :-)
