I am new to the PCM game, as 2020 is my first time playing, I should have more than a good enough setup to run the game, and my FPS is solid on 100+ on max settings, but the game stutters to the point of it being absolutely unplayable.
Its not the typical lag as it doesnt really freeze, its like a stutter in time, where it slows down and then speeds up to catch back up again, and this happens every 3-5 sec or so. Even in the main menu I can see that the mouse stutters and stops at certain points.

I've had this issue occasionally before but today it's driving me nuts!
In fact I've traced my issue to a movement of the mouse cursor.....
Just reinstalled windows 10 and all my games with a new SSD but got freezes when commentator was about to speak during races.
I had a headache finding what the issue was but I found it: It is related to the NVIDIA driver and settings.
I disabled all V-Sync settings (it was set to adaptative) both in NVIDIA and PCM menus, let windows manage pagefile for virtual memory (it was disabled) and this solves the stuttering/lag issue in game.
