Is there a possibility to change how often the daily form will be 4 or 5? In my opinion it is too easy to win even with not very good riders when they have high daily form. I play on the hardest difficulty, and have even tweeked it to be a little harder, but the daily form messes it up, so it´s still too easy. Another way could be if I could change how big the bonuses and penalties for the daily form are.

Anyone who knows if this is possible?

No, I believe there's nothing you can do.

Well, the easiest thing you can do is restart the race/stage and hope the form will be worse. Or never let riders with a fitness peak race. Or you could use an editor to make all your riders hate all weathers and temperatures, that should reduce the daily form by 2.
