Losing potential?

I heard that the younger a rider is, the easily he will lose his potential if he makes too many race days. Is this true? I read somewhere that you don't have to exceed over 40 courses for under 23 riders.
If it's true, to avoid this (for example i wanna do both giro and tour with some riders Sad ) it's better to edit the race-days with hannes or is there another explicit parameter to lower this "loses of potential?" (but i guess it's hard-coded?)
