I use the official database for the first season.
I download a custom database I found on the workshop.
When I finish the first season, I copy the stages of the custom database in the folder stages of my documents.
Should it work and have different stages for the second season?

It should work if you do it before the 1st of January. Maybe you need to copy them into the CM_Stages folder in your install directory instead, but I think both will work. You can check by selecting a one-off race, then selecting the Tour de France and see if new variants show up.

Like Ripley said, you should do it on 31st December at the latest.
It should work, but it doesn't necessarily give you different routes. The game selects one for each race from all the available variants, irrespective of whether one was used already or not.
So even if you have 5 variants for a race, it's possible that the game randomly selects one multiple times.
What I do to counter that is create a folder to move the stages to that I played already for that game. Grand Tours, World Tour stage races and World Champs mostly, because only they are both important and should change courses every year.
You need this folder anywhere but in the stages folder. Put in the used variants at the end of every year, then the game can only pick for the new year from what you hadn't played yet.
