With the relase of the new patch I cleaned off my PCM 2008 installation completely, including all of the files in My Documents. Deleted all of the folders and did a clean install in the following order:
1 - Installed v1.0.0.0
2 - Installed new patch
3 - Installed PepsiLight's database original
4 - Installed the PepsiLight update for the new patch
I then started a new career with Team Columbia. I've noticed two problems. First, when running a 3D race, the load screens display pink squares for the Columbia, Garmin-Chipoltle, and one other team. The second is that Columbia riders are all wearing Lampre jerseys. I checked the CM textures contents for Columbia/High Road, and they contain the correct blue Columbia jersey graphics.

That sentence alone shows that you didn't completely uninstal PCM...
in your case:
1. Uninstall PCM08
2. Delete the C:/Program Files/Pro Cycling Manager - Season 2008 folder
3. Delete the My Documents/Pro Cycling Manager 2008 folder.
4. Delete the Pro Cycling Manager 2008 folder in AppData (to find this folder, type %appadata% into Run...)
5. Install PCM08
6. Instal the patch 1.0.2.3
7. Install the PepsiLight's database
8. Install the PepsiLight's database update
Misspoke myself. I did delete the folder in Application Data during the original uninstall. What I meant to say that I had cleaned everything out of my profile, not My Documents.
