I am trying to get a number of particular teams in an one off race to start with a particular set of riders. Do you know if there is a way to mark that in the database so that for the Tour for example I can say who rides for the Ineos team even though I am playing with a different team?

I have never tried, but start the game, select the Tour and your team, and at the rider selection screen exit the game. A new savegame called race_1.cdb should have been created. Open it in an editor and go to DYN_team_race. The gene_ilist_roster has the rider ids for every rider in every team. So go to dyn_cyclist first and write down the rider IDcyclist for every rider you want and the make your changes. Save and see if it works.
