Brute force method: Find your team's frame in the game's subfolder 3D/Cyclists/Equipments/Frames. Find the file ending with _D.dds, make a back-up, then open in an image editing program like paint.net. Now use the recolor function (select the largest size, 2000 pixels) with a small tolerance, select the color you like, click once near the middle. You'll see small rough edges, but they shouldn't be noticeable in the game.
