Is it possible to play 07 stages in the pcm 06 game? At least with Jaap90 stages, but for instance is it possible to use the pcm 07 Tour de France in pcm 06?

Nope.

Or, if I have to go in detail, there's a lot of so-called "isolated_buildings" which aren't compatible with PCM06. Also, there's some problems with the road textures. The stage will probably start, but you will see a lot of bugs while playing.
