I'm just getting back into PCM (2018) after a few years away. I had built a very large historical database for the 2014 game, adding in teams from the 70's-90's and many riders from that time period. As I look at converting that large 2014 mod, including the main database and associated graphics files, I have a couple of questions on editing the 2018 game:
I have the Steam version of the game. Having installed the big PCM daily mod/db as a base, I see several different .cdb files, in both the C/Docs/PCM 2018/Mod/Default folder (OfficialRelease.cdb at 566kb) and also in the Steam folder at C.../Steamapps/.../Pro Cycling Manager 2018/Database/ where I find OfficialRelease.cdb (572kb) and Local.cdb (1,998kb). Probably a stupid question but which cdb file is the game using as Default, so I know what to export from?
I'm puzzled because after installing the PCM Daily mod, I still see the non-official rider names when I look at the DB/riders in-game. For example, Cavendish remains Civindish, alongside his unlicensed teammates.
Have the graphics formats changed since 2014, for team shirts, minishirts, etc?
Are there any good new tools for creating the 3d shirts? I used Blender/photoshop, previously. It's been long enough that I can hardly remember the process. Does anyone have a good tutorial link for creating graphics for 2018?

Working backwards on your questions:
Yes there is a nice tool for creating mini shirts. It creates them in batch as .tga and then they have to be converted to .dds. There is another tool for that. All in all much easier than the old blender approach. Tools are here:
The graphics formats have changed. Between PCM15 and 16 or maybe 16 and 17 they increased from 910 x 626 to 1200 x 826. The proportions are the same. Irfanview allows increasing the size in batches. You lose some image quality but I think the general consensus is they are still fine.
Mods downloaded through Steam install in Steamapps\workshop\content\. Mods installed locally install under mod in your game documents directory. PCM is local so you should see a folder for PCM daily in the Mod folder and then the CDB is called official release in that folder. The db is always called official release now, the folder controls the naming. If it is there It should then come up as an option when you go into one of the game modes. If that isn't happening something didn't install right. The game will default to base CDB if it doesn't like/can't find a mod CDB. I haven't installed the PCM Db so am not 100% sure but that is how the lite pack worked.
Don't know the answer on which default I guess you can test that by copying a completely different working DB over one of them and seeing what happens.

I realized after posting this that I can figure out the correct DB folder location just by rebuilding the original with a new name and minor edits and then test in-game.
Now just to add about 30 teams and 300 riders and associated graphics.
