I understand this is the CQ rankings, I have 2 questions.
Are they based on the Calendar Year like in real life?
Are the relegation/promotion points based on Superprestige or Continental Points? |

The general rules are but it is not clear (to me) whether the rankings are based on Continental or Superrestige points |

As I read it, there will be a Index based on the "quality" of the riders in each team after the transfer is over, quality is in this context AVG SKILL of the (maybe best/better) riders, so the points from ranking does not matter at all.
You simply need good riders to get promoted, and as i understand it very important to have a high AVG SKILLED leader.
All this based on 2018 edition as i do not know how it is in 2019
So the good old system where you can get promoted with mediocre riders if you win everything (playing on normal or easy) is gone.

So how are we supposed to work out whos most likely to be in CWT for the next season then? i currently have offers from the bottom CWT team and the Top CNT Pro team. I want to ride for a CWT Team but don't know who will be where |

I don't have PCM 18 or 19, but just for the record, in previous versions the superprestige ranking was decisive: The three best ranked CT teams promote to the PCT and the two best PCT teams promote to the WT. Relegation from the PCT to CT was also decided by the superprestige rankings, but for WT teams the WT rankings.

I think , on reading it again, it has changed (like in real life?) and now is based on the Team averages only?
In pCM 18 it said this "index" was based on rankings but it doesn't say that in 19. That may reflect real life but from game point of view is not very conducive to a style of player who likes to start at the bottom and be the underdog on the way up |

Well, in real life there were never any promotions and relegations based on results, licences are basically handed out to the teams who have the most money and sponsors who claim they'll stay on for several years. So I guess PCM is trying to become more realistic.
