Riders were waiting and waiting but after recreating the standings, they finally were allowed to finish the Etoile Besseges.
As a small reminder. The top20 as seen below with Flügel leading the GC while Ulissi has won stage 1.

More than 50 riders basically still with chances for the GC win as the two earlier stages weren`t as selective and it seems to become a bonus second GC decision.

And bookies also have him down as stage favourite ahead of Anuar Aziz and Lutsenko.
With four Cat.1 mountains on the schedule and 64 points in total, this is a great opportunity to win the jersey. So far the standings are like in the spoiler below with Nych leading.

None of those riders in the KoM positions making any points here and it`s the start of the breakaway taking it apparently with Rybakov ahead of Serry and Sinkeldam.

With lots of them being decent puncheurs and just 28s off, this is slightly dangerous.
And with also 3 sprints on the program they can gain valuable bonus seconds! Dall'Oste ahead of Rybakov.
Next KoM and Rybakov again taking the big points making it 32 in total now!
Castroviejo and Sinkeldam behind him.
Third KoM and this time Rybakov was blocked in the "bunch" and only got small points!
Serry as first up to 34 points as well!
Castroviejo next with 26 now, while Rybakov only is getting 6 points, which equals him with Nych. Sinkeldam at 28 points also potentially can still pass the leader.
The peloton led by Generali and Kraftwerk mainly and also Valio/Reddit support them is coming closer and the last KoM is still 19km from here, which makes it 27 to the finish line.
Serry and Castroviejo see the danger and attack to remain their chance of KoM and stage.
But the peloton was too strong and the catch is made withh 19km to go, which could be good news for Iberia`s Nych to get the shared KoM title at least.
Ayubowan also active now trying to position McCarthy for the final.
10km and on the Cat.1 where Ulissi immediately accelerates. He is followed by Flügel, Lutsenko and McCarthy while the other two are team mates.
Anuar Aziz, Gautier and Ben Nasser have allowed the gap to open and now are in the wind "chasing" to get it closed again.
Lutsenko had the longest breath and is still going strong with 300m to the top. He has almost as much of a gap himself now as the other three to the rest of the peloton.
At the top Lutsenko takes the KoM ahead of McCarthy/Flügel/Ulissi and in the peloton Gautier/Anuar Aziz/Prevar as best which indeed now sees Nych/Rybakov winning a shared KoM title with Lutsenko as best GC rider on the 5th position behind Serry and Sinkeldam.
Gautier and co. basically have closed the gap after the KoM but still Lutsenko has a small advantage over the rest.
And he is now joined by McCarthy, who has descended well.
Behind Ulissi in the first position working to get back to them.
And with 2,7km to go and just in front of the final uphill section all the GC riders line up behind Lutsenko/McCarthy, who are caught.
Bystrom in the lead with 1,3km to go with Nordstrom looking strong as well with Pichon/Villella/Dowsett in perfect positions.

Flügel/Gautier/Ulissi not that well placed after working a lot on the descent and neither are Di Maggio, Prevar, Juul-Jensen etc.
Bystrom, Pichon, Anuar Aziz next to each other with 400m to go. Lutsenko still waiting behind them.
100m and it`s 4 riders on one line now as Lutsenko has found a gap. Behind Betancourt for World Cycling Center also quite fast.
But the strongest has won today. It`s Lutsenko after being already the strongest on the penultimate climb! Well deserved.
Pichon in 2nd taking big bonus seconds just like Anuar Aziz in 3rd with Bystrom unfortunate to not get any.
Flügel and Ulissi both anonymous on the final climb. But it`s enough to defend the GC actually as being consistent on the first two stages was enough for him to take it!
Lutsenko up to 2nd ahead of Gautier though plus the point ranking with Ulissi down to 4th. All the same time but bad placement today was key for Generali to lose the podium.
Pichon as 5th ahead of Prevar and Anuar Aziz.
The team ranking also was close before, but today only two teams got enough riders into the first group of 30 which sees Nordstrom winning ahead of Carlsberg.
Repsol as best of the rest beating Generali, who also lose the podium here due to todays bad stage results.
At least the U25 jersey will be with Generali after Tanovitchii won it ahead of Cerny as only two young riders in the first group.
