Riders for development team

How do I sign riders for my U23 team?

I am playaing as Groupama-FDJ, and they have a continental team. In previous PCM's I am pretty sure, you could offer young riders a salary of 1000, and they would join your U23 team, but I can't offer anyone that amount nor sign riders for the team in any way.

How do you do it?

Before the off-season, you can set several parameters for recruiting like team size and the region you want the riders to come from.

The feature to sign riders to your devo team manually has been removed. Because that's what Cyanide does. Wait for it to return as a "brand new feature" and a major selling point in two or three years.
