Too many talents

Hi guys,

Maybe a strange title, because having talents is most of the time a positive thing.
But after a couple of years (4-5) in career mode, a lot of riders are reaching 84 or 85 on climbing or sprinting, what's very annoying and unrealistic.

I know that you guys changed this somehow in the dailyDB but this database is too big for my computer to run so i should be able to change it manually with an editor.

You guys know which file i have to change? I was thinking about STA_country, but that's only about how many riders you get for each country.

i would like t know too, I am not able to find gene_i_chance_pot somewhere...
