A clean install of Pro Cycling Manager 2018 is recommended before installing this database, to avoid bugs and to save you some space in your hard drive. This database is a standalone one, so you won't need anything else but the latest version of Pro Cycling Manager 2018 for this.
1. Download the database from the Downloads section here.
2. Clean up the folder CM_Stages in the place where you installed Pro Cycling Manager 2018, most likely C:\Program Files (x86)\Steam\steamapps\common\Pro Cycling Manager 2018. It is highly recommended to have this folder empty in order to have a bugfree experience.
3. Open the archive you downloaded. Extract the content of the folder "To Program Files" inside the directory where you installed PCM 18. Generally, that's going to be C:\Program Files (x86)\Steam\steamapps\common\Pro Cycling Manager 2018, but if that's not the case, the folder is always the one where you can find PCM's executable, PCM.exe. The folders "3D, CM_Stages & GUI" should now be copied into this folder. When you're asked to overwrite/merge, say yes.
4. Go to your Documents folder. Generally, that's going to be C:\Users\*YOUR_USERNAME*\Documents, but otherwise you should be able to find it yourself pretty easily. Replace the .cdb file named "OfficialRelease" in C:\Users\*YOUR_USERNAME*\Documents\Pro Cycling Manager 2018\Mod\Default with the .cdb file "OfficialRelease" that you just downloaded.
5. Now it's time to start the game. When you create a new game (either Career/Pro Cyclist/One-off Race/etc.), select "Default".
6. Now download the 2019 DB Update 1 and follow the same steps for the installation of it again. Put the "XML" folder in the same direction as "3D, CM_Stages & GUI".
7. Now download the 2019 DB Update 2 and follow the same steps for the installation of it again. Put the "Database" folder in the same direction as "3D, CM_Stages & GUI".

9. Also very important to note that for a successful installation, Steam needs to be updated in most instances for the DB to work properly and also as mentioned earlier a clean install of the game is strongly recommended and can cure most problems.
Also when selecting the DB after installation choose the default option in game.
