Can anyone give me some idiots advice on Staff?

I know it is a good idea to have one o each style of trainer. My main questions are

1)How much should I spend on each trainer/Doctor/Scout at each level (Conti/Pro Conti/World Tour)

2) How Many Doctors should I have at each level?

3) How many Scouts should I have at each level?

Any other advice is greatly appreciated!

Well, I am not an expert on PCM 2017, just in my first season. But I played the wheels off of PCM06 and PCM12 and I think most of this has stayed the same.

I will limit this to WT level, since that is all I ever played. I would think the lower levers are similar if not the same, just the attributes are all at a lower level as you are dealing with either journeymen vets not good enough to get to or remain in higher levels, or young kids who you are developing. Probably about the same mix I have in my pro WT team since I like developing younger, cheaper guys. for a variety of reasons.

Spend what you can afford on trainers and scouts for QUALITY (I would rather have 1 legendary trainer and only train 8 kids than have 2 mediocre trainers who won't be able to get my top kids to their best). Especially trainers, as you can sort of work around poor scouts by simply looking at the "evolution" tab of the young riders you are thinking of signing. After a while you can spot a 6-8 POT rider just by the trajectory of his evolution. In past versions you sent your scouts out to an area you want to concentrate on, sadly it doesn't work this way anymore, but yet your sponsors still want you to stock your team with riders from one area that you can't even focus scouting on.
I have 2 because I didn't know the changes to PCM17, but when contracts expire I will just keep one.
You are best off just scrolling through the U23 race results and look at the top riders evolution tab.
But trainers are your bread and butter and each can train efficiently up to 8 riders, so I always get 2.

Doctors - I have one - I have no clue what he really does. I assign him to big races. In past versions you could assign him to an injured rider, but that is either gone in 2017 or I can't find how to do it.
I imagine and hope that if you didn't have one riders would be out longer etc. But I don't really know tbh. Mine is legendary - he came with the team and I just kept him.

Hope that helps. It might not be exactly what you are looking for, but I hate to see questions for help go unanswered, so I rolled up my sleeve.
Now I got to get back to the Vuelta. No chance of winning, but I am causing mischief in the mountains for the leaders.

ETA: Oops, I forgot I was in PCM18 forum. Oh well, I think this stuff pretty much stays the same over all the games, with minor changes and changes to interface etc.
