Rafael Valls is a proven pointscorer. At all levels. He have helped Madrazo and Tenorio to wins in the Vuelta a España while doing very well himself, but also as a leader he worked perfect in PCT and CT. 79MO and 75HI is perfect for winning moves in the early attacks, and 78, 77 and 78 in the physical attributes makes him very capable of doing well in GC races. Also 72TT and 72ACC will make him strong.

We have no worries letting him lead us in PT GC races, where we expect him to constantly be between 10-15th, unless he hits a super strong field. For PCT or lower he should be fighting for 1-5th!
