Start Lists - Team/Cyclist Order In-Game

Not hugely important, but I was just wondering if anyone knew how the order is decided in-game.

I have a start list, which identifies the teams and riders for a given race. When I start the game, the start list is found and all the correct teams and riders are present.

But, I notice that the order in the start list is not preserved in-game. This applies to both the order of the teams and the cyclist order within teams.
e.g. Team 1 in the start list is team 5 in-game. Cyclist 1 in Team 1 ibecomes cyclist 5 in Team 1 in-game.

I've been using the start list to determine team/cyclist order but this is not being reflected in-game so I take there are attributes in the database that determine the actual order?
