Mathematically, the GC is not yet settled with 26 seconds still up for grabs with bonifications, but it would take a superlative effort from Fiedler or Coppel to pick those up and turn the tables on Phinney for the win. This stage is one for the sprinters, and unless their teams falter collectively, should end in a mass sprint.
