Bug when using low effort levels?

Due to prior laptop limitations, I only got PCM 17 last week.

One thing I've been noticing quite often already is that in the last parts of a stage and especially uphill, where I usually let my support riders drop on dot + effort 10-30 to just about make the time limit and save energy, they sometimes still ride a lot faster and on a much higher heart rate.
It's most prominent if they're within a large group, but even on their own, they sometimes vastly exceed the designated effort range. Even switching from the dot to "hold position" does not always change this.


Below are examples of steep climbs (Xorret de Cati/Cumbre del Sol), all effort levels have been constant throughout the last 2+ kilometres.

Is this a known issue that can be fixed, a "gameplay feature" or something I'm doing/understanding wrong after a decade of PCMing?

It's by design.

On steep slopes they have to put in a big effort regardless of speed.

Waeytens on 20 effort went 3km/h faster than the riders in the small group around him (12 vs 9) which I didn't order him to do, he should've just held their wheels.
Surely going 33% faster contributes to a higher heart rate.

Could be a bug. It's hard to say without video.
