Is there a way to remove the U23 restriction from U23 races?
I would like to see if I can change the U23 series to another series. Cheers!

You can change the race category for each race.
But you cannot have U23 riders and professional riders in the same race, if that was your question.
And as far as I know the game does not allow another category for professional teams, if this was your question.
