Is there a way to stop promotion and relegation between classes?

Currently working on a NRS mod for PCM 17, does anyone know if this is possible? Currently planning on having NRS at the top, QRS to replace Pro Conti, and finally NZ Amateurs to replace Conti (I have a "secret" plan for U23 ranks). Thanks in advance!
