Youth and scouting in career mode

I'm getting really confused by the new youth and scouting system in PCM17.
Is there a guide somewhere, or can someone give a short summary on how to handle recruiting and scouting youth, and how the hell I can control my scouts...
The best part about any career managing games were discovering and training youth for me, and I'm kind of bummed that I can't figure out how to use the scouting system effectively
