... at least until the PCM DB hits the street, is when I start a new career, it generates new youths that are always different. It did in PCM16 too until I applied the PCM Daily DB, then it was always the same young riders and the same potentials.
Now I start a game, consider if I should make a youngster continental team, look at the U20 (18+19 year olds) that are without a team and stumble upon this guy.

I typically start a custom team career with a handful of guys like this. I have no clue about their potential but they will do well in continental and then I can build from there.
I pretty much do the same, pick a bunch of free U20 riders and mix in a couple of more experienced free riders to get me through season 1 easily. I don't like picking riders that are under contract with other teams because it ruins the game balance.
Starting from scratch is way more immersive.
I ended up just looking at what the game made for me of free new players 150 times and never really got started before it was too late in the evening.
Project "give me a real climber" got out of hand. And by that I mean a climber with MON, HIL, ACC, DHI, FTR and REC.
In 150 "restarts" I only had ONE of those at age 18 or 19 with an AVG of 68+. Rest are either sprinters, NC or those climber/puncher/TT guys that all look the same with high MON, HIL, TT, PRL and DHI, but no ACC what so ever.
