I'm in AG2R and I'm a stage race rider and my leaders are Pinot and Latour. We are finishing this stage and as you can see Caleb Ewan is still in the group after a HC, a 1, 2 and 4 category climb. Myself, Pinot and Latour are at the max. with our HR at 190 and we have 79 or + mountain and with FDD +1.
Caleb Ewan has 67 Mountain. So that means is HR must be 240 ( impossible btw).

Most likely he must be in really good form there are a lot more things which will boost your stats now than in previous versions for example peaks for 2-3weeks etc i was playing some stage race but dont remember which one and my molema had prolog 70default +12=82 so this should be something similar and it wasnt big grand tour so i didnt have training camp for some stages and this stage surely looks like you can make a camp for it.
