Stage editor - not availble in steam tools anymore?

Stagiare Posts: 239 Joined: 06-01-2008 PCM$: 200.00	Is it possible that you can no longer download the Stage editor if you only own PCM15 (and not 16). it doesn't show up in Steam tools....
