I think Bardiani is free to start until the UCI takes a decision. A few months ago the same happened with Elkov. The first announcement was made at 12 April, the final decision 1 May. My best guess is that the UCI won't take a decision before the third week of the Giro.
Edit: And even then it's not sure when UCI has the suspension start. May well take a few days on top of that as well. Bardiani might even finish the Giro.

I'm not sure if they should start to be honest, they should go low profile for a while. If they get pulled out half way, their sponsors will surely quit. It's not Festina, but it's really bad.

Greipel would've been the favourite, but according to him he needs a couple of days as he is not in form yet. We'll see. I go with Nizzolo to start the Giro in style and finally win a stage.

Once they're in the race the UCI can't pull them retroactively for Ruffoni and Pirazzi. So unless the UCI rushes them through the Disciplinary Commission by the end of today they will be fine to start, and given the Giro is their biggest race of the year they will do as it ususally takes several days to get through because riders and team have to have time to provide mitigating evidence etc.
Only if a rider tests positive in the race can they be pulled from it by the UCI, it's actually a clearly written rule for once.
And let's not compare two positives out-of-competition to the Festina Affair, that's a stretch. Not good, but hardly a race stopping scandal that will rock the sport hard.

RCS Sport trying to beat ASO and Tour so bad its cringeworthy. That downhill competition farce is too much for me. Let Giro be Giro and don't even try to be bigger than Tour because you never will be RCS Sport.
And I hate the new graphics. Old ones were perfectly fine
