Problem with PCM Spain database

So here is the problem, the PCM Spain database was working fine, until i didnt put the 2008 database on. But when i used the PCM Spain database again (didnt like the 2008 database) problems accured. First off in the scounting area, Asia and Africa have pink squares insted of countries and when i put the cursor over it the game crashes, more anoying is the second problem. I have all the riders (including Basso, Vino, and other dopers) and i cant sign riders, it says cant sign riders until July. Its like the date is set at 1.1.2008 and not 1.1.2007.

I ve tried reinstalling the game twice, but still the problem is the same, do you think i have to delete all the files including the ones in my document and register?

Everything works fine now, just that all the riders are available from the start (Vinokurov, Basso, Mazzoleni, Honchar, ...). Its not that it bothers me, i am just wondering why that happens.
