On a related topic, UCI is still holding a half-secret classification based on Grand Tour's organisers events (not all though, no MSR, TDF or P-R for example), that they send to national federations 3 times a year and that will decide the number of riders per team at the World Championships.
They screwed their last calculations though, notably by giving points to NL thanks to Maaskant's result in Roubaix when only Pro Tour riders are supposed to score points.

But i'm still a noob, does the teams in the Protour stay there forever or they pay a fee for being a protour team?
I don't understand why continental teams cannot became protour ones

The protour teams, pro continental, and continental squads are all where they are due to the money they pay out for their teams racing license. The pro tours and pro conti, all spend extra money on anti-doping programmes, and have signed up for stuff to prove that they are all clean. (which also costs more money).
If a pro tour team decided it didn't want to be a pro tour team anymore, theyd pay less for a lower license.
Likewise if a continental squad wanted to up its status, technically it could with enough financial backing, and with anti-doping programmes in place etc, and if the UCI likes them. Which is of course widely variably as its led by an Irishman.
Another lovely issue now is that by paying the massive sum to be pro tour, you were told you'd have instant entry in all the important races onthe calender. With the battle going on (ASO vs UCI) that basically no longer stands. So it'll be interesting to see at the end of the year how many teams don't pay for a pro tour license, going for the wildcard route instead.
