Can I create a startlist for a championship?

OK, I know this is over a month old and probably no longer relevant, but since nobody else answered and I have seen this question before:

The answer is no, as far as I can tell.

But if you edit fkIDUCI_Class in Sta_Race and change it from 22 to 18 the race should show up as 2.1 class race and you can use a start list. Haven't tried it but can't think of any reason it wouldn't work.

I have done it with the World Championship. But that is more complicated because you also have to edit dyn_team and the sponsor tables to reflect national teams and that is more of a pain.
