How to edit strongwind likelihood?

Does anybody know if it is possible to edit the likelihood of strong wind in certain stages or one day races?

It is only possible if you have the zcts file of some stages. For the stages provided by Cyanide they're not there, the others can be found in the forum or the Stage Database. You open these zcts files in the stage editor, and under route->stage info you can edit the wind settings. But as said, you won't find these zcts files for every stage.
