AI disregards the reputation of added races

When I add races to databases the AI doesn't acknowledge the reputation and importance of the race and submit squads without all their captains regardless of the category and popularity of the race.

I have tried setting the race at 100 popularity and given it GT status and UCI classification, but the Pro Tour teams still only include average riders at best in their squads for the race.

I suppose I am missing something when adding the race, but I haven't been able to figure out what, so it would be greatly appreciated if someone can point me in the right direction.

Its not about popularity its about two tables called sta_program and sta_program_info or something like that you can find information by searching the forum.
