Pro cyclists doesn't advance to level 2 races

I've started several new pro-cyclist careers to see if this issue was a corrupted save problem, but no matter how many stages I win, my rider never gets access to level 2 races (strade bianchi etc). Does anyone of you have any idea what the problem could be?

Maybe I'm misunderstanding the rules, and I need to win a GC or a single-day race and stages don't count? )
