pack breaks in a normal chase

i was riding on tour of qatar, was the leader in gc, as normal there is group of riders that breakaway and after 30km my team who was chasing at 75% starts to move away from the bunch, then milram and later a group of few riders
at the end, the pack didn't reorganize the escapees won and i lost the gc
is this normal to happen in this tour, is it a bug?
please explain

it's the wind. strong wind has that effect. it's called a bordure

Bordure
This is a tactic used by teams to separate riders. When there is a strong crosswind, riders fan out to be protected against it - this causes lines of fans to appear, and riders are forced to drop back, physically separating the two sets of riders, creating a gap. With teammates in the right place therefore, this tactic can be extremely effective. This is most commonly used on bends, as the wind direction then means that closing the gap is extremely difficult

in PCM you mostly find hard wind in flat stages mostly in Belgium and the Netherlands |

i tought that was strange because it was my team that provoke it, and also i normally play only with portuguese teams, so it was the first time i saw it happen
if you don't mind my team (gc) leader was at the back of the peloton and due to that i lost the gc, so what is the best strategie to aply?

If you're rider is the GC rider, he should never ride at the back of the peleton, especially in the latter stages. He shouldn't be relaying but he should be near the back of the train
