Giro / Tour Question

In RL most/all of the GC riders in TdF do not ride in the Giro D'italia. In my first season at PCM I see Quintana in the Giro. Does this say he doesn't focus on the TdF? Do I have to choose one or the other also in PCM of can I just ride both tours with the best riders?

It seems to be very possible to ride both the giro and the tour in PCM. You can even win both if you are lucky.

Qualitatively, start lists for races in PCM are on par with AI behavior as a whole, ... total garbage.
It's common seeing A.Valverde compete for GC in Tour of Norway and I.Izaguirre win the Vuelta.
